Recommendation

It is recommended that the Forum review the reallocation of parking in Darlington as follows:

(A)      On the western side of Codrington Street, south of Darlington Lane, between the points 9.8 metres and 23 metres (two car spaces) as "No Parking 8am-10.30pm Mon-Fri Buses Excepted 15 Minute Limit" and "4P Ticket 8am-10pm Sat-Sun & Public Holidays".

(B)      On the western side of Codrington Street, south of Darlington Lane, between the points 23 metres and 95.8 metres (12 car spaces) as " 2P Ticket 8am-6pm Mon-Fri" and "4P Ticket 6-10pm Mon-Fri 8am-10pm Sat-Sun & Public Holidays";

(C)      On the eastern side of Codrington Street, north of Abercrombie Street, between the points 19.5 metres and 82 metres (10 car spaces) as "2P Ticket 8am-6pm Mon-Fri, 4P Ticket 6-10pm Mon-Fri 8am-10pm Sat-Sun & Public Holidays";

(D)      On the eastern side of Codrington Street, north of the car park, between the points 27.8 metres and 40.8 metres (two car spaces) as "No Parking 8am-10.30pm Mon-Fri, Buses Excepted 15 Minute Limit" and "4P Ticket 8am-10pm Sat-Sun & Public Holidays".

The Forum raised no issues to the proposal for this item and noted the withdrawal of Shepherd Street and the following comments raised:

·         A request for the Ticket parking to finish at 6pm instead of 10pm.

·         A request for parking on weekends and public holidays to remain free instead of ticketed parking.

·         Raised issues regarding visitor parking, motorcycle parking and parking costs for users of nearby learn-to-swim and recreational program participants.

·         Consideration of impacts on visitors to Carriageworks, Seymour Centre and local community facilities.

Councill officers advised that:

·         Staff confirmed Shepherd Street was removed from the proposal following resident objections.

·         Council agreed to amend ticket parking hours to conclude at 6pm as a compromise.

·         Weekend ticket parking would remain, consistent with City policy encouraging public and active transport.

·         Confirmed that the existing Motorcycle parking would be retained.

Background

The City of Sydney is proposing to introduce ticket parking in Codrington Street, Darlington.

The eastern and western sides in Codrington Street where the parking changes are proposed are currently a mix of "No Parking" and unrestricted parking. The street is located adjacent to Sydney University buildings and there are no residential properties in the street.

The City of Sydney's Neighbourhood On-Street Parking Policy states that in non-residential streets, appropriate parking controls should be implemented to encourage turnover of parking spaces and discourage commuter and long-term parking. Given that the streets surrounding Codrington Street are predominantly educational and recreational in nature, with parking demand generated largely by students, staff and visitors to Sydney University and nearby recreational facilities, unrestricted parking is considered the least appropriate form of parking control. Unrestricted parking facilitates commuter and long-term parking, provides little opportunity for parking turnover, and can encourage private vehicle use over more sustainable transport modes such as walking, cycling and public transport.

To better align parking management with the objectives of the Policy, and to improve parking availability for short-term users, it is proposed to introduce the following parking restrictions in Codrington Street: "2P Ticket, 8am-6pm, Monday to Friday" and "4P Ticket, 6pm-10pm, Monday to Friday, and 8am-10pm, Saturday, Sunday and Public Holidays".

These controls are intended to increase parking turnover, improve access for visitors to the University and nearby recreational facilities, and reduce the incidence of all-day commuter parking.
