Recommendation

It is recommended that the Forum review the installation of "Bicycle Parking Only" signs at 19 sites across the City of Sydney Local Government Area, as shown in the attached table and plans.

Advice

·         The Forum raised no issues to the proposal for this item and noted the following comments:

·         A resident objected to the proposed shared bike parking location on Argyle Place due to:

·         raised concerns about locating shared bike parking directly outside residences.

·         Suggested alternative locations, including near "The Cut" and existing No Stopping areas.

·         Questioned whether Argyle Place functions as a significant trip origin/destination.

·         Advised residents would like to meet with Council to identify alternate locations.

·         Concerns raised that a 20-bike parking area could attract anti-social behaviour – requested reduction to 10-bike parking space if City proceeds.

It was also noted by a resident that:

·         Notification signs are small and easily missed.

·         Process feels different to development application notification.

·         Suggested larger, more visible City-branded notification.

·         Requested opportunities for earlier engagement.

 

Council Officers advised that:

·         Locations selected based on technical requirements and demand data.

·         Acknowledged willingness to discuss future locations with Millers Point Community Resident Action Group (MPCRAG).

·         Distinction noted between the City’s "notification" and "consultation" processes. 

·         Shared bike parking is generally being located in No Stopping and No Parking areas where possible to avoid parking impacts.

·         Demand data indicates the Argyle Place location is functioning as a destination.

·         Request to reduce capacity from 20 bikes to 10 will be referred to the project team.

It was further noted that:

·         NSW Police generally supported residents' concerns and asked whether Placemaking NSW sites could be considered.

·         City advised it does not control Placemaking NSW land, although opportunities may exist through future George Street North project.

·         TfNSW raised concerns regarding sightlines at Sites 607 and 608 and proximity to pedestrian crossings.

City advised:

o    Sites are setback approximately 10 metres from crossings.

o    Sightline requirements have been assessed.

o    Monitoring, design refinements, and enforcement are ongoing.

·         Questions raised regarding geofencing and ongoing monitoring.

·         City advised that enquiries, complaints and feedback regarding the operation of shared Lime Bikes within the City of Sydney local government area can be directed to Lime Bike’s dedicated City of Sydney email address: CityofSydney@li.me.

Background

The City of Sydney supports share bikes as a sustainable, low-cost transport option for everyday travel and deliveries. Use has grown rapidly, with 3.7 million trips in 2025 (a 91% increase from 2024. However, the rise in share bike and food delivery use has led to more bikes parked on footpaths in busy pedestrian areas. The community is requesting that these bikes be parked on the road to protect footpath amenity.
