Recommendations

It is recommended that the Forum review the following reallocation of parking on the southern side of Wellington Street, Waterloo east of Botany Road:

·                Between the points 24.8 metres and 36.2 metres as "Loading Zone 8.30am-6pm Mon-Fri 8.30am-12.30pm Sat".

·                Between the points 36.2 metres and 42.9 metres as "2P 8am-6pm Mon-Fri Permit Holders Excepted Area 41".

Background

Prior to the construction of the Waterloo Sydney Metro Station, a dedicated loading zone on Wellington Street was located directly in front of the Cauliflower Hotel’s delivery access, facilitating efficient and safe servicing of the premises.

As part of the Sydney Metro public domain upgrade works on Wellington Street, the loading zone was relocated further east, away from the hotel frontage. This relocation was undertaken to accommodate new streetscape elements, including median separators and a separated uni-directional cycleway.

Since the relocation of the loading zone, the Cauliflower Hotel has experienced operational difficulties associated with servicing and deliveries. Specifically:

·                Delivery vehicles are no longer able to access the loading area adjacent to the hotel’s service entry.

·                Hotel staff and delivery personnel are required to traverse the median separators and cross the cycleway to transport goods between the loading zone and the premises.

 

This arrangement introduces Work Health and Safety (WHS) risks, as well as broader road safety concerns, due to:

·                Potential conflicts with cyclists using the dedicated cycleway

·                Obstructions and informal crossing movements across the road corridor

·                Increased manual handling risks over longer distances and across active transport infrastructure

The Cauliflower Hotel has requested consideration to relocate the loading zone so that is aligns directly in front of the hotel’s delivery access, as existed prior to the completion of the Sydney Metro works.

Reinstating the original loading zone location would:

·                Improve operational efficiency for deliveries

·                Reduce safety risks for staff and delivery drivers

·                Minimise conflicts with cyclists and pedestrians

Comments

The kerb space on the southern side of Wellington Street, Waterloo east of Botany Road where the parking changes are proposed is currently a signposted as "No Stopping" and "Loading Zone 8.30am-6pm Mon-Fri 8.30am-12.30pm Sat" and ""2P 8am-6pm Mon-Fri Permit Holders Excepted Area 41".

Following the request from the Cauliflower Hotel, it is proposed to relocate the existing loading zone approximately 6.7 metres west, aligning it directly with the hotel’s delivery access point.

The proposed relocation would result in the loading zone extending across the existing “No Stopping” restriction and partially occupying the dedicated left-turn storage lane into Botany Road. To accommodate this change, minor adjustments to existing line marking and signage will be required to ensure compliance.

The proposal will result in a reduction of left-turn storage capacity by approximately one vehicle length on the approach to the Botany Road signalised intersection. Albeit this reduction, the residual storage length is considered adequate given observed traffic volumes and operational characteristics of the intersection.

The reconfiguration will also enable the creation of an additional 2P permit parking space, resulting in a net gain of one on-street parking space, benefiting residents and visitors.

Given the proximity of the proposal to a signalised intersection the proposal was referred to Transport for NSW (TfNSW) for review. TfNSW has raised no objections to the proposed parking changes.

Consultation

The City consulted with the Cauliflower Hotel and Transport for New South Wales on this proposal. Both were supportive and raised no requests for modifications.

Funds are available in the current budget.
