Recommendation

It is recommended that the Forum review the reallocation of parking in Erskineville as follows:

(A)       On the eastern side of Bridge Street, between the points 13 metres and 49.5 metres (6 car spaces) south of Swanson Street as "P5 minute 8-9.30am, 2.30-6pm (School days)";

(B)       On the eastern side of Bridge Street, between the points 58.2 metres and 69.2 metres (2 car spaces) south of Swanson Street as "No Parking Authorised Car Share Vehicles Excepted Bay 523 and 850"; and

(C)       On the western side of Malcolm Street, between the points 63.5 metres and 99.5 metres (6 car spaces) south of Swanson Street as "No Parking 7.30-9.30am,2.30-4.30pm (School Days).

The majority of the Forum raised no concerns regarding this item.

It was noted that the representative for the Member for Newtown advised that the Member supports the proposed parking changes on Malcolm Street. However, the Member does not support the proposed parking changes on Bridge Street due to safety concerns at the northern end of the street, where drivers are required to undertake a three-point turn adjacent to a cycleway.

The City to:

·       Undertake traffic counts before and after the implementation of the parking changes on Malcolm Street and Bridge Street.

·       Notify residents prior to the implementation of the parking changes.

·       Arrange for City Rangers to increase patrols during school peak periods to ensure parking restrictions are being observed.

·       Liaise with Erskineville Public School regarding opportunities to increase bicycle parking capacity within the school grounds.

·       Investigate options to improve the three-point turn access at the northern end of Bridge Street and visibility of the school parking lot driveway on Malcom Street.

Transport for NSW (TfNSW) advised that it was supportive of the P5 during pick up and drop off but would not support the introduction of all-day P5 parking restrictions on Bridge Street.

Background

Parents and carers of students attending Erskineville Public School have requested consideration of improvements to parking arrangements on Malcolm Street to better support safe and convenient drop-off and pick-up during school hours.

The existing P5 minute parking spaces located in front of Gowrie (Outside School Hours Care) currently operate until 4pm on school days. As the outside school hours care program operates until 6pm, the current restriction does not align with pick‑up times for parents and carers.

Parents and carers have requested consideration to extend the P5 minute parking restriction in the afternoons until 6pm on weekdays to better support safe and convenient short‑term parking when picking up their children from the facility. They have also requested consideration for two additional P5 minute parking spaces in Bridge Street.

In response to the request, the City is proposing to introduce a “No Parking” zone on Malcolm Street to support parents during school pick‑up and drop‑off times. The City is also proposing to extend the operating hours of the existing P5 minute parking restrictions to 6pm on weekdays and to provide two additional P5 minute parking spaces to better facilitate pick‑up and drop‑off activities near the after school care facility.
