It is resolved that:
(A) Council note the submissions received from community on the proposed alcohol prohibited areas as summarised in Attachments C and D to the subject report
(B) Council approve the establishment of alcohol-prohibited areas that apply 24 hours a day, 7 days a week in Bourke Street Park, Tom Uren Place and Walla Mulla Reserve, Woolloomooloo up to 21 August 2028, and commence a review of these restrictions in consultation with community, including social housing residents, Police and other relevant stakeholders once the Police Station at Tom Uren Place has been open for 12 months
(C) Council acknowledges residents’ concerns about Bourke Street Park, Tom Uren Place and Walla Mulla Reserve
(D) note that on 7 August 2026 the Lord Mayor wrote to the Minister for Housing and Homelessness asking her to investigate providing desperately needed supported accommodation and/or specialist services for people experiencing homelessness, in Woolloomooloo
(E) the Chief Executive Officer be requested to provide urgent further advice about potential advocacy by the City to the NSW Government to address resident concerns
(F) the Lord Mayor be requested to write to relevant NSW Ministers requesting additional urgent support and outreach for people sleeping rough and people engaging in aggressive and violent antisocial behaviour in Bourke Street Park, Tom Uren Place and Walla Mulla Reserve
(G) Council does not make any changes to the existing alcohol-prohibited area in Taylor Square North, Darlinghurst which applies from 10am to 10pm, 7 days a week, prior to the current expiration date of 21 August 2028
(H) Council does not establish alcohol-prohibited areas in Mary Ann Street Park or McKee Street Reserve, Ultimo
(I) authority be delegated to the Chief Executive officer to correct minor errors to the matters set out in this report not impacting the locations of proposed alcohol restrictions.
